Rockman 4 Minus Infinity, developed over many years by the Japanese ROM hacker PureSabe, is widely regarded as the most technically accomplished NES ROM hack ever created. The hack replaces all eight Robot Master stages and the Cossack and Wily Fortresses with completely original designs, redesigns all bosses, and adds mechanics — pseudo-3D stages, screen rotation effects, sprite transformations, parallax scrolling — that appear impossible on NES hardware. PureSabe achieved these effects through hand-optimised 6502 assembly that exploits the NES PPU's timing with precision unavailable to the original development tools. The result plays as an entirely new Mega Man game that happens to run on NES hardware, with production values exceeding any official NES Mega Man release.
